HS2 'may wipe out species of wildlife': £50bn scheme could have 'terminal' consequences for UK countryside
Plants and animals may become endangered by the controversial High Speed 2 rail link, an influential group of MPs has found.
Insufficient environmental safeguards could mean a ‘terminal’ impact on some species of wildlife and trees, the select committee’s report concludes.
The Commons Environmental Audit Committee says far better protections are needed if the £50billion scheme is to go ahead.

Its report finds the carbon emissions savings of the rail line would be ‘small at best’, undermining the green credentials of the project.
And it recommended that the speed of the trains be reduced from their top speed of 225mph, in order to reduce emissions.

If that advice is taken, it would knock 10 minutes of the journey time between London and Birmingham, severely eroding the economic case for the scheme.
Joan Walley MP, chairman of the committee, said: ‘So far the consultation process on HS2 has not fully addressed the many environmental concerns we have.

‘The Government needs to show real commitment to dealing with the impact that HS2 will have on our countryside and wildlife.
‘Ancient woodlands and other hard-to-replace sites of natural value should not be subordinated to crude economic calculations of cost and benefit.’
She added: ‘It is imperative that an infrastructure project on such a large scale implements proper environmental safeguards and ensures that impacts are minimised.
‘This means adopting stringent, enforceable standards and setting aside adequate funding.
'That won’t happen if HS2 Ltd can avoid implementing safeguards if they consider them to be “impracticable” or “unreasonable”.

The MPs said everything possible should be done to minimise damage to sites older than 400 years and areas of special scientific interest.

Where loss is genuinely unavoidable, compensation should be applied to the fullest extent possible.
The report said that ‘some species may become endangered’ and there could be ‘significant environmental harm to wildlife and ecosystems’ if there is any delay to new woodlands sites being established to provide compensation for land taken by the HS2 route.
On carbon emissions, the report said: ‘There is some debate about whether HS2 will deliver a reduction in emissions by taking travellers off the roads and planes. But, at best, the savings are likely to be relatively small.’
It added: ‘While the impact of lower maximum train speed on reducing emissions is currently not seen as substantial, the legally binding commitment to reduce emissions makes even a small reduction desirable.

‘HS2 Ltd and the Department for Transport should therefore examine the scope for requiring a reduced maximum speed for the trains until electricity generation has been sufficiently decarbonised.’

Ralph Smyth of the Campaign to Protect Rural England said: ‘Many improvements to HS2’s route and improvements to environmental protection, such as more tunnelling and putting transmission lines under ground to protect the landscape, and more noise barriers to protect rural tranquillity, have been refused by HS2 Ltd on the basis of their cost.’
Richard Barnes of the Woodland Trust said: ‘Our research has found at least 48 ancient woods at risk of suffering loss or damage on phase one, London to Birmingham, of HS2.
But an HS2 Ltd spokesman said: ‘The levels of environmental protection set out in the environmental statement are higher than for any other project of such a significant scale.
'This includes a commitment to plant more than two million trees along the route of phase one.'

Taxi drivers and chauffeurs must also follow all vehicle-for-hire or livery regulations, such as where they can pick up passengers and how much they can charge.
Good drivers are familiar with the streets in the areas they serve. They choose the most efficient routes, considering the traffic at that time of day. They know where the most frequently requested destinations are, such as airports, train stations, convention centers, hotels, and other points of interest. They also know where to find fire and police stations and hospitals in case of an emergency.
Taxi drivers, also called cab drivers or cabbies, generally use a meter to determine the fare when a passenger requests a destination. Many customers request a cab by calling a central dispatcher who then tells the taxi driver the pickup location. Some drivers pick up passengers waiting in lines at cabstands or in the taxi line at airports, train stations, and hotels. In some large cities, cabbies drive around the streets looking for passengers, although this is not legal in all cities.
Ride-hailing drivers pick up passengers who request service through a smartphone app. The fare rate can fluctuate depending on demand, however passengers are notified if the current fare rate is higher than usual. They may work for hire for single trips or they may work for a person, a private business, or for a government agency. Customer service is important for chauffeurs, especially luxury car drivers. Some do the duties of executive assistants, acting as driver, secretary, and itinerary planner. Other chauffeurs drive large vans between airports or train stations and hotels.
Paratransit drivers transport people with special needs, such as the elderly or those with disabilities. They operate specially equipped vehicles designed to help people with a variety of needs in nonemergency situations. For example, their vehicles may be equipped with wheelchair lifts, and the driver helps a passenger with boarding.
